James Harvey Goates was the oldest child of John Leonard Goates and Frances Eubanks. He was born on Weakley's Creek, Giles, Tennessee. On March 27, 1852 in Scottsville, Pope, Arkansas, he was married to Martha Elizabeth Rowland. They had five children:
Sarah Goates, Daniel W. Goates, Arlenia Isouria Goates, Mary Francis Goates Jones, and Malissa Goates.

James enlisted as a Private in Company D of the 27th Arkansas Confederate Infantry on May 25, 1862 at Richland, Searcy, Arkansas. According to his service record, he died in camp of disease on October 10, 1862 in Batesville, Independence, Arkansas.

Martha Elizabeth Rowland was the daughter of George Washington Rowland, Jr. and Mary "Polly" Robertson. She was married twice. She married her first husband, James Harvey Goates, on March 27, 1852 in Scottsville, Pope, Arkansas. ( Pope County Arkansas Census & Marriage Books B&C 1849-1859, B-49 by James H. Langford, JP. Filed May 10, 1852 ). They had five children: Sarah Elizabeth Goates Manes, Daniel W. Goates, Arlenia Isouria Goates, Mary Francis Goates Jones, and Malissa Goates. After James Harvey Goates died in camp at Batesville, Arkansas during the Civil War, Martha remarried to Henry Lewis Ruff as his third wife on February 15, 1866 in Searcy, Arkansas. No children were born.
